Assistant Director, Mental Health

Gay Men’s Health Crisis [GMHC] is the world’s first and leading provider of HIV/AIDS prevention, care and advocacy. The Assistant Director is responsible for the ongoing development and oversight of all programs, deliverables, OTPS budget management, client services, staffing, training and supervision within Mental Health Services. The AD provides client-level care through intakes and assessments, and individual, couples, family and group counseling and psychotherapy; and ensures the competent delivery of evidenced-based and home-grown interventions. This individual participates in client recruitment and engagement efforts and oversees the Rapid Response System, providing crisis intervention and clinical triage for GMHC clients. This person is the lead member of a multi-disciplinary treatment team that works to improve overall client functioning by designing and implementing individualized treatment plans, addressing the continuum of mental health and medical care needs of clients.

Duties & Responsibilities of the Assistant Director, Mental Health include, but are not limited to:

  • Oversee and achieve contractual obligations and deliverables by ensuring staff are adequately informed and are compliant with such obligations (e.g., chart. audits, quality assurance, data entry, documentation in charts, training of staff, adhering to scope of services, etc.);
  • Provide adequate, competent, and regular clinical and task supervision of staff, and ensure that supervising staff are doing the same for their supervisees;
  • Ensure that mental health services are based in a sound theoretical framework; ensure substance use services exemplify a harm reduction approach, and oversee evidenced-based and home-grown interventions for clients;
  • Accountable for timely submission of monthly, quarterly, semi-annual, and annual reports, and responsible for timely data entry of services by program personnel;
  • Develops and maintains supportive program policies and procedures;
  • Maintains good working relationships with external community providers and articulates them in memoranda of understanding

Education: Advanced graduate degree and New York State license in psychology, social work, mental health counseling, marriage & family therapy or clinical art therapy. Ph.D. or Psy.D. preferred. SIFI is required for social work applicants.

Experience: Proven knowledge and experience working in the mental health counseling, harm reduction and recovery readiness models. Demonstrated clinical supervisory experience, preferable working with professional and paraprofessional staff. Proven clinical skills and experience working with diverse populations of men and women living with and at risk for HIV/AIDS, and with complex care needs, sexual violence, trauma, poverty, substance use histories, etc. Established experience supervising and managing grant driven and performance based mental health programs preferred. Demonstrated client recruitment experience targeting high-risk populations, particularly in communities of color. Experience facilitating mental health groups and workshops. Experience in individual mental health and substance use counseling along the continuum of abuse and recovery. Experience in training preparation and providing workshops on topics relevant to the needs of the client population served.

Related Skills/Knowledge: Thorough knowledge of HIV/AIDS and/or other chronic health conditions, and the social service needs of people living with HIV/AIDS. Excellent organizational skills, attention to detail, demonstrated ability to manage multiple tasks in a timely fashion and ability to follow through. Must have excellent written and verbal communication skills. Ability to work on a team of paraprofessionals and professionals. Computer skills, including databases and Microsoft Suite needed. Other skills include competence in providing crisis intervention, group design and facilitation, general counseling skills, and developmental psychology.

Coordinator, Special Events and Social Media

The Coordinator, Special Events & Social Media supports the Manager of Events and the larger GMHC Development Team in planning and executing high quality fundraising and cultivation events, and promoting the life-saving work of GMHC through a variety of social media platforms. This position works closely with GMHC’s Communications and Marketing Department to produce event collateral, and to implement high-impact social media campaigns focused on increasing revenue for the organization. This position regularly interacts with vendors and event sponsors, and is a key position within the Development Unit. Specific areas of responsibility include assisting in the preparation of event solicitation materials, letters and proposals, managing multiple spreadsheets and databases, developing a work plan for soliciting luxury brands for silent/live auction items, and identifying and securing businesses to supply liquor, wine and beverages for signature events. Additionally, the Coordinator is responsible for developing a promotional strategy to insure that all social media brand presences are executed through the various social media platforms - Facebook, Twitter, Hootsuite and Foursquare, using social media to increase audience following and build effective relationships with event sponsors, bloggers, social media experts and others, and developing creative and interesting content in an effort to enhance event sponsorships, online giving, event branding and marketing.

REPORTS TO: Manager, Special Events

QUALIFICATIONS: Bachelor’s Degree in any discipline is preferred. The ideal candidate will have significant proven experience in fundraising, event production, content development, vendor negotiations, and budget consolidation. Candidate should possess strong communication and leadership skills, and demonstrated ability to conceptualize and lend creative directions on building new projects. The candidate should have some corporate contacts in the luxury market, and should be highly organized, well-spoken, reliable, and professional.

Director, Human Resources, Human Resources

The Director, Human Resources is responsible for the management and oversight of the agency's human resources. This position serves as a member of the agency's management team and is integral to the support and implementation of GMHC's mission. The Director provides senior oversight of all human resources activities including staffing, benefits, employee relations, performance management, staff development, succession planning and human resources information systems. The Director creates and manages budgets for human resources and has input into the overall agency budget with respect to employee compensation and total rewards. The Director develops and maintains diversity initiatives and inclusion programs, oversees staff training and development including employee performance issues and practices, and directs staff recognition and retention programs and policies. The Director maintains internal relationships with employees at all levels of the organization, with direct relationships with the agency's senior management team and management team members. The Director also maintains external relationships with the agency's legal counsel, insurance brokers, vendors and consultants. The Director directly supervises the Assistant Director, Human Resources, and oversees the duties of the Human Resources Specialist to ensure proper day-to-day departmental operations.

QUALIFICATIONS: Bachelor's degree in human resources management, business management or related field required, with proven, progressive experience managing a multifaceted human resource operation including staffing, benefits, training, and employee relations. Advanced degree preferred. PHR or SPHR certification is a strong plus. Familiarity with HIV/AIDS and lesbian/gay issues a plus. Outstanding presentation, interpersonal, and communication skills a must.

Development Officer, Corporate and Foundation Relations

The Officer of Corporation and Foundation Relations supports GMHC in achieving its mission by supporting all fundraising from foundations, corporations, and other sources of private institutional support. This is a fantastic opportunity for a friendly, professional, and driven individual to support the fundraising of more than $2 million annually.

Duties & Responsibilities of the Officer include, but are not limited to:

  • Supporting the Development unit in maintaining and strengthening relationships with corporate and foundation funders. This work includes creating funder briefings, writing letters and mailings, and maintaining records about our relationships. The Officer will also serve as the agency’s lead representative for a portfolio of these institutional funders and partners.
  • Administering and expanding GMHC’s employer matching gift and cause-related marketing programs.
  • Cultivating corporate representatives to attract event sponsorships for several high-profile events each year, including AIDS Walk New York, Fashion Forward, and the Savor Dinner.
  • Collaborating with program staff across the agency to craft strategies and proposals for specific funding needs in areas such as: the meals and nutrition program for people living with HIV, HIV testing and counseling, legal services, youth programs, social marketing, and research.
  • Prospecting new potential funders to support the agency’s general operations and specific programs and services.                     
  • Writing grant proposals, sponsorship requests, and grant reports for corporate and foundation funders.
  • Supporting the development of large government grant proposals by conducting research and assuming administrative responsibilities to ensure submission of highest-caliber products.

Education: Bachelor’s degree in a related field

Experience: Experience with grant writing or other related writing projects highly desirable, but interest in fundraising absolutely necessary. In addition, the Officer should possess time management abilities, problem-solving skills, and the ability to work as a team player as well as under pressure. At least 2 years of nonprofit experience, preferably in resource development or communications. Experience working directly with donors and familiarity with best practices of donor engagement/donor services desirable.

Housing Retention Specialist

The Housing Retention Specialist (HRS) supports GMHC in achieving its mission assisting the Health Home Team in matters that relate to an individual’s housing needs. The HRS identifies issues related to current housing status, researches and gathers information, strategically plans to resolve issues, and performs direct contact and negotiation with relevant providers, agencies and organizations to achieve and maintain stable housing. This position will conduct Health and Independent Living Skills Development sessions to improve the individual’s capacity to secure and comply with medical treatment and live independently in permanent housing. 
 
Duties & Responsibilities of the Officer include, but are not limited to:

  • Initiate and complete the process to secure decent, affordable permanent housing.
  • Assist with completing paperwork associated with securing recertification for housing related benefits, income maintenance, and essential housing needs. Insure client obtains and maintains all government benefits and services for which they are eligible.
  • Assist clients to secure services that maximize their tenure in housing; increase their ability to maintain their household and finances, independently perform activities of daily living, uphold the terms of their lease; prevent lease violations; intervene and mitigate crisis situations; maximize tenant safety and security; and prevent avoidable evictions. Conduct apartment inspections.
  • Assist with one time tasks associated with securing or maintaining a residence and household furnishings (ensure moving assistance, identify and complete process for discount travel, telephone or home utilities assistance programs).
  • Keep an up-to-date task checklist and review monthly to insure all instrumental tasks associated with securing and retaining housing are complete and regularly update Housing Needs Assessment.
  • Communicate, engage, advocate on behalf of tenants and mediate conflicts with landlords.
  • Engage and maintain contact with clients in order to recognize circumstances when a client is/may decompensate, relapse or otherwise show signs of behavior that could put their health and/or housing at risk, and connect to Health Home personnel.
  • Invest time needed to engage clients, maintain contact and advise clients when case management provider should be alerted to service needs. Maintain an ongoing awareness of clients’ medical/social conditions (home visits, regular communication, Health Home updates and reassessments).
  • Assess and promote ongoing linkage to medical and community supports. Collaborate with patient navigation program staff to ensure connections are maintained. Document and report on clients’ connection to HIV primary medical care on a quarterly basis.
  • Educate the client about property safety measures and assist/advocate for their installation with landlord (i.e., window guards in homes with children, smoke detectors).
  • Serve as a conduit for wellness presentations to be completed by Health Home or medical provider (i.e., smoking cessation, benefits of exercise, living with diabetes, etc.).
  • Educate about and facilitate appropriate use of services.
  • Refer and follow through with Health Homes to secure longer or intensive case management when indicated.

Education: Bachelor’s degree in a related field

Experience: Proven experience working with individuals with HIV/AIDS or other disabilities or chronic illnesses and healthcare delivery and/or benefits & entitlements.

Related Skills/Knowledge: Excellent interpersonal skills, superior oral and written communication skills and data entry skills are required. Bilingual English/Spanish preferred.

Managing Director, Program Services & Evaluation

The Managing Director, Program Services and Evaluation will provide vision and leadership to GMHC’s Program Services division and will serve on GMHC’s Senior Team. The Managing Director will anticipate the direction of the epidemic and will implement client programs to respond to existing and unmet community needs. The position will create and implement systems to evaluate GMHC’s current program services to ensure the highest quality of care and continuous quality improvement. The Managing Director will oversee a complex multi-million dollar program budget consisting of both private and government funding sources and be a excellent systems-oriented manager able to work successfully with a large and diverse staff and client-base. In summary, the Managing Director will oversee program Departments that cover the following areas of health outcomes monitoring and public health interventions, with full- and part-time staff: evaluation, Quality Assurance/ Quality Management (QA/QM), Continuous Quality Improvement (CQI), Coordination of various services on an individual- and group-level prevention and care focus. This position will hold chief managerial oversight of an evolving program portfolio and its Directors will report to the Managing Director.

The primary portals of entry to services for new clients of the Organization begin with:

  • Intake services, ensuring effective linkage to and coordination of care, both internally at GMHC and externally in collaboration with our community partners. 
  • Referral Services: The longest standing and first response to the AIDS epidemic is the GMHC HIV/AIDS Hotline. The Hotline responds to approximately 28,000 phone calls yearly with accurate information, emotional support, and an expansive referral service.  The Hotline number is 212-807-6655. The national toll-free number, 800-AIDS-NYC.
  • The David Geffen Center for HIV Prevention and Health Education (the “Geffen Center”) combines a highly successful HIV and STI testing and counseling center with follow-up and immediate connection to care. Its programs empower clients with the knowledge to maximize their well-being through easily accessible counseling, testing, and referral services related to sexual health and HIV prevention. 
  • The Volunteer, Work and Wellness Department provides a panoply of services across a range of disciplines. 

  • The Volunteer Center recruits, trains, and supports thousands of volunteers and interns in the fight against AIDS. Volunteers provide critical program and administrative support to GMHC in achieving its mission. 
  • Moving Ahead Toward Career Horizons (“MATCH”) provides transition to work services through vocational counseling, on the job training, skills-based training, placement, retention, and career advancement services to consumers living with and at high risk for HIV/AIDS. 
  • The Meal, Nutrition and Wellness Program which provides hot nutritious meals to impoverished clients living with HIV. Lunch is served Monday through Thursday, and dinner on Friday, to approximately 350 consumers daily. Through its Nutrition and Wellness services it operates a Food Pantry and offers individualized nutrition counseling—nutrition groups, workshops, and cooking classes—as well as therapeutic art classes, exercise programs, and complementary therapies such as, yoga, chiropractic care, and massage therapy.

The Legal and Advocacy Services Department provides:

  • Legal assistance critical to obtaining and maintaining access to food, housing, medical care, and employment. The department focuses on discrimination, employment, bankruptcy, homelessness prevention, family law, child custody, permanency planning, immigration, and access to benefits and entitlements. Legal Services goes out into the field to reach immigrant communities, most notably at Queens Pride House in Elmhurst, Queens.

The Advocacy program:

  • The HIV/AIDS Services Administration (“HASA”) program at GMHC provides application assistance for Social Security benefits and other entitlement programs, as well as financial management and Institutional Representative Payee services. 
  • The Housing Opportunity For Persons With AIDS (“HOPWA”)-funded Sustainable Living Fund (“SLF”) at GMHC provides rental assistance to non-HASA eligible clients, predominantly undocumented immigrants.  
  • This unit also provides needs assessment and field assistance, one for clients with Medicaid and one for those with private insurance or no insurance at all.

Health Informatics and Organizational Knowledge Development Unit (“Health Informatics”) includes integrated strategic areas of information collection, processing and analysis:

  • Grants Management and Government Procurement: ensures programmatic accountability, effectiveness, and integration; develops new programs and sources of government funding to meet additional needs in response to the changing epidemic. 
  • Client Intake and Records: ensures that data related to client health are collected according to the highest standards of clinical care and funders’ regulatory requirements. 
  • Evaluation, Outcomes Monitoring and Continuous Quality Improvement: oversees program evaluation, outcome measurement, continuous quality improvement projects, and, in conjunction with the Department of Information Services, data management and reporting. 

The Counseling and Support Unit includes:

  • Assessments, mental health services, substance abuse counseling, and sexual health education and risk reduction. Support is provided through individual level counseling, group level interventions, partner care referral services, peer counseling, and treatment education.  The program offers individual and group counseling to address substance use and sexual risk-taking for gay and bisexual men and MSM. 
  • Women’s needs are addressed such as substance use issues of women of color through outreach, individual counseling, group interventions, and connection to HIV testing. Programs are client-centered, harm reduction approach to behavior change and maintenance, in order to help clients achieve a higher level of stability and decrease their risk of contracting or transmitting HIV and other STIs. 
  • Programs targeted to African American and Latino MSM who are HIV-positive or negative, with the goals of knowing one’s HIV status and increasing knowledge and self-awareness, in order to prevent HIV transmissions. Group Services consists of a variety of long-term and short-term groups addressing the needs of those infected or affected by HIV.
  • Programs are in place to addresses mental health issues of people living with HIV/AIDS through individual and group modalities, including Art Therapy. Preparation for HIV positive clients moving from unstable housing to stable housing using mental health, and substance abuse counseling.

The Coordinated Care/Health Homes Unit assists clients with entry and maintenance into primary medical care, accessing governmental benefits, housing, and financial management services.

  • Develops and maintains supportive program policies and procedures;

Duties and responsibilities of the Managing Director include, but are not limited to:

  • Devise wide range of supportive and prevention programs and implement quality control systems to ensure effective, outcome-driven delivery of services.
  • Motivate large and diverse staff to infuse all services with the organization’s mission and values and deliver the highest quality of care with the utmost clinical and fiscal integrity.
  • Evaluate impact of GMHC’s services by implementing systems to generate and analyze empirical data which measure program efficacy and permits the agency to adapt programs to best meet the needs of our clients. 
  • Anticipate and proactively respond to the epidemic by collaborating with Public Policy, and Community Health efforts to create meaningful programs to inform issues of health care access and financing, HIV prevention, treatment, and care, civil rights issues, lesbian, gay, bisexual, and transgender issues, HIV-related immigration issues, and discrimination laws.
  • Works in partnership with other senior managers to develop inter-departmental and inter-agency relationships to ensure a continuum of care for GMHC clients.
  • Cultivate collaborative relationships with external partners, including medical providers, to create meaningful relationships around HIV prevention and care. 
  • Assess training and development needs of staff, and work with internal and external resources to design and connect staff with appropriate professional development opportunities to enhance their ability to provide the highest quality of care to our clients.
  • Provide inspiration and leadership to cross-functional teams comprised of professionals from a variety of disciplines.
  • Uphold and enhance GMHC’s commitment to accurate record keeping and data collection.
  • Work with the (Database Position) to enhance GMHC’s Continuous Quality Improvement (CQI) plan.
  • Work closely with Development Department to seek private and government funding opportunities for cutting-edge seed programs.

Education: Master’s Degree in Public Administration or Public Health, Mental Health or related field, is required. Advanced clinical and/or systems management degree or training is a plus.

Experience: Significant proven clinical experience including oversight of an interdisciplinary team. Significant proven experience managing a large and diverse staff and client-base and successful experience managing a multi-million dollar budget. Substantial experience in program design, implementation and evaluation. Experience as a Strategic Manager in a not-for-profit arena.

This position maintains frequent contact with Chief Operating Officer, Chief Executive Officer, Chief Financial Officer, all Managing Directors, and maintains frequent contact with members of Management Team.
